Now why would Obama need 200 million rounds of Ammo?

Winchester Ammunition was recently awarded a contract by the Immigration, Customs and Enforcement (ICE) division of the Department of Homeland Security to supply a maximum of 200 million, 40 cal. rounds over the next five years. The load selected for this contract is a 135-grain, hollow point designed for the office of Field Operations of Customs and Border Protection. It will fall under the Winchester Ranger line.
The question is will those weapons be pointing into our borders our out?

Yes, I've been reading about this online and the reaction seems to be, well they need the hrounds for range time. But these are hollow point and government agencies use FMJ type rounds for this purpose.
Why would the borders and customs agency of HLS need a 200 million round order of hollow point pistol rounds every 5 years.
Either to stockpile for a future emergency, or to dry up the supply to the American people. Again to help prevent some type of an emergency.
Unless they are expecting a massive invasion from Mexico or Canada?
Something just isn't adding up.
